I had updated it 'while it was still sitting in "waiting for moderation"'. I put it in the descrition because I had asked in forum how to fix something and didn't want anyone to think it was still buggy after submission.

you have to at least an apprentice or subscriber to rate skins. Once you're able to rate skins, all you have to do is click on one of the stars under the pic.

This rule applied only to the past contests where download counts was used to pick the winners.
Updating puts a skin on top of the gallery list and it draws more downloads, therefore its consider cheating.
On this contest we have judges so the updating of a skin is irrelevant to the judge’s decisions
