I had no clue that this was the case, I looked around and did not see another skin called Powder anywhere. I do try my best to not give a skin the same name as another, I think we all do.
I'll look into this. I didn't notice this on all the beta testing. Try a restart and let me know if it is still there in the meantime.

This was not a mistake, I'm not seeing this same issue and am still looking into it. As you can see it is not there in my XP screenshot.

It's a Master Skin, made and sold by Master Skinner SK Originals. This isn't a Stardock product. Anyone with Vista can make and distribute WB6/Vista supported skins, there's nothing holding them back.
